Professional Development: Continuous learning and growth opportunities are essential for staff motivation and productivity. We will provide regular training and development programs, mentorship opportunities, and career advancement pathways to help employees enhance their skills and achieve their professional goals.

Improve Workspaces: A well-designed and comfortable work environment significantly impacts productivity. We will upgrade municipal facilities to ensure they are modern, ergonomic, and conducive to collaboration and efficiency. Leverage Technology and AI: Adopting advanced technology solutions, including artificial intelligence, can streamline workflows and reduce administrative burdens. We will invest in digital tools and platforms that enhance communication, automate routine tasks, and facilitate remote work where feasible, ensuring staff can focus on high-impact activities. AI can also be used to provide personalized learning and development programs and to improve data-driven decision-making processes.

To achieve this, I am calling on the provincial government to consider granting enhanced mayoral powers to Halifax, similar to those recently implemented by the Ford government in Ontario. The Halifax Regional Municipality Charter provides a robust framework for governance, but it does not equip the mayor with the necessary authority to act decisively and independently in times of crisis.

Enhanced mayoral powers would enable the mayor to:

Propose and enact housing-related bylaws with the support of a minority of the council.

Override certain council decisions that delay or obstruct necessary housing developments.

Take a more active role in preparing and implementing the city's budget to prioritize urgent housing needs and find any relief or the taxpayer.

These changes would streamline decision-making processes, reduce bureaucratic delays, and allow us to mobilize resources more efficiently. Just as Ontario has recognized the need for stronger local leadership to meet housing targets, it is imperative that Halifax is equipped with similar capabilities to ensure the well-being of our residents and the future prosperity of our city.

I urge the provincial government to consider this request seriously and to work collaboratively with us to build a more resilient and inclusive Halifax.
